1 Utama Shopping Centre will reopen on 17 October, after being shut down for COVID-19 sanitisation and deep-cleaning.
However, some 1 Utama tenants are apparently unhappy with the announcement. Find out why!
1 Utama To Reopen On Saturday, 17 October 2020
The Malaysia Ministry of Health shut down the 1 Utama Shopping Centre from 11 to 16 October 2020, after a new COVID-19 cluster was identified.
After detecting and isolating 132 casesΒ through contact tracing and screening tests, the Petaling District Health Office “issued a written approval” to reopen 1 Utama.
According to a leaked letter, 1 Utama tenants will be allowed in on Friday, 16 October to mobilise and prepare for an official re-opening of the mall on Saturday, 17 October 2020.
The letter emphasised that 1 Utama tenants must ensure that all of their employees have already been cleared by COVID-19 screening tests, and they would have to enforce strict SOPs :
- taking body temperature of customers, employees, suppliers and delivery personnel
- ensuring that everyone wears a face mask
- ensuring that everyone checks in using 1 Utama Health QR or MySejahtera
- emphasising the importance of personal hygiene
- adhering to SOP for social distancing
- consistent cleaning and sanitising of shop premises
When they reopen, 1 Utama Shopping Centre will operate from 10 AM until 10 PM throughout the CMCO period.
However, they will allow their tenants to operate from 11 AM until 8 PM, if they prefer to do so.
1 Utama To Tenants : Remember To Pay Rental!
While the letter is mostly uncontroversial, the last paragraph apparently made some tenants unhappy… which led to the letter being leaked.
It was an explicit reminder to all tenants that they are obligated to pay their monthly rental, without any adjustments for shorter operation hours.
While they are entitled to collect full monthly rental from their tenants, that paragraph seems rather tone-deaf, in light of the loss of business their tenants just endured.
Leaked 1 Utama Letter To Tenants
The leaked 1 Utama letter to their tenants have been posted and reposted numerous times by netizens. However, we cannot verify the authenticity of this letter, so please keep that in mind.
Subject: RE-OPENING OF 1 UTAMA SHOPPING CENTRE CMCO
Dear Sir / Madam,
Thank you for your participation in the mass Covid-19 screening exercise on Sunday 11th October and Monday 12th October 2020. We truly appreciate that despite the short timeframe given (within 20 hours of the temporary closure order being issued), approximately 700 tenants of 1 Utama had mobilized employees working within our shopping centre to participate in the mass Covid-19 testing.
The Covid-19 test results were released to us fully yesterday evening. Regretfully, there are 21 Covid-19 positive cases whereby the respective tenant person-in-charge have been informed immediately for swift action to be taken. We are currently working on sorting out and distributing the 6000 hard copies of BP Lab Pathology Report to all screened staff. We will update accordingly on the arrangements to distribute.
Moving forward, we are pleased to inform that the Pejabat Kesihatan Daerah Petaling (PKPD) of the KKM has issued a written approval for the lifting of the temporary closure order and for the re-opening of 1 Utama tomorrow Friday 16th October 2020
As a matter of re-opening procedure, tenants will be allowed to mobilize tomorrow (from 10am onwards) to prepare for the re-opening and we will officially re-open to shoppers on Saturday 17th October 2020
We wish to emphasize the STRICT compliance of the requirement that ALL employees deployed to your outlet shall have already undergone the Covid-19 screening with clearance obtained for work. Enforcement of strict SOPs are required at every tenant’s premises, which includes, taking of body temperature of your customers, employees, suppliers and delivery personnel, ensuring that everyone wears a facemask, checking in to your premises using 1 Utama Heath QR or MySejahtera, emphasizing the importance of personal hygiene, adhering to the SOP for social distancing, and consistent cleaning and sanitizing of your shop premises and any other required SOP in your respective trade. Please pay attention to anyone of your employees who are not feeling well and that they are sent to seek medical attention immediately.
During the CMCO which started 14th October and ending 27th October, 2020, 1 Utama Shopping Centre will be operating from 10am to 10pm daily. We encourage all Tenants to follow our Mall Operation Hours in order to meet shopper expectations. However we understand that you may wish to practice flexible business hours during this CMCO period and we will allow those tenants to operate from 11am -8pm daily.
Please make your applications through the usual TOMS process. All the terms and conditions of the Tenancy Agreement and our House Rules remain unchanged including without limitation the obligation to make payment of Monthly Rental without any adjustments on the basis of your reduced operation hours.

At around 2 PM on 16 October 2020, 1 Utama Shopping Centre announced that they are going to reopen tomorrow :
No we are not exaggerating. We practically ran marathons to get here. After a short break, we are now ready to serve you again!
We are pleased to announce the Official Reopening of 1 Utama on Saturday 17th October 2020, endorsed and supported by the Ministry of Health.
Our mall remains open during CMCO from 17 β 27 October 2020 with opening hours of 10am to 10pm daily. While some tenants will operate under flexible business hours from 11am to 8pm daily.
We would like to reassure you that all tenant and mall management staff including our auxiliary police and security forces have been tested and cleared for duty. 1 Utama is strongly committed to ensure the continued safety of our patrons and community at large.
Combined with massive sanitization efforts in strict accordance to MOH SOPβs, 1 Utama will continue to provide a safe shopping experience with round-the-clock cleaning using hospital grade disinfectants and purifying air via high efficiency filters and powerful UV lights.

1 Utama COVID-19 Cluster : Should You Be Concerned?
These shopping mall infections reinforce the importance of contact tracing, and the MySejahtera app which logs the movements of its users.
While shopping malls and all other public premises offer physical logbooks, we highly recommend that you use MySejahtera, because it allows for easier and faster contact tracing.
Using MySejahteraΒ also obviates the need to sign a physical logbook, which usually means using a shared pen – an unnecessary risk factor.
COVID-19 is easily destroyed by soap, so the deep cleaning operation will definitely clean the mall of any infectious particles.
And now that all 1 Utama employees and workers are confirmed negative for COVID-19 when they reopen, it should be safer than the other malls that have yet to conduct mass screening of their employees.
That said, we need to remind you that screening tests are snapshots in time. People can and do get infected after testing negative for COVID-19. Screening tests are not vaccines.
So make sure you wear a face mask at all times – they greatly reduce the risk of infection.
And maintain good hand hygiene. Wash your hands with soap and water if possible, or use a hand sanitiser.
COVID-19 : How To Keep Safe!
Here are a few simple steps to stay safe from COVID-19 :
- Avoid suspected cases or disease hotpots, like hospitals, if possible!
- Avoid public events and crowds
- Keep our hands clean with soap or hand sanitiser
- Keep our home, office, vehicles, etc. clean
- If you need to wear a surgical mask, make sure you put it on and remove it properly!
- Wash your food with water (and soap) after purchase and before preparation
