Malaysia National Recovery Plan : Four Phases
On 17 June 2021, the Malaysia National Security Council (MKN) announced the National Recovery Plan, with four phases :
Phase 1
- Full Movement Control Order restrictions
- Only essential services and industries allowed
Phase 2
- Must meet these requirements (nationally) :
– average daily new COVID-19 cases must be <4,000
– moderate healthcare system / ICU capacity
– 10% population vaccinated with second dose - Must meet these requirements (by state) :
– new cases averaging less than 12.2 cases per 100,000
– moderate ICU use capacity
– 10% population vaccinated with second dose - More economic sectors allowed to operate at 80% maximum capacity
- Social sectors remain closed
Phase 3
- Must meet these requirements :
– average daily new COVID-19 cases must be <2,000
– comfortable healthcare system / ICU capacity
– 40% population vaccinated with second dose - All economic sectors (except high risk activities) allowed to operate
- Industries with fully vaccinated staff can operate at full capacity
- Education, sports, and some social activities can resume.
- Parliament can resume under strict SOP
Phase 4
- Must meet these requirements :
– average daily new COVID-19 cases must be <500
– safe healthcare system / ICU capacity
– 60% population vaccinated with second dose - All economic and most social sectors allowed to resume
- Interstate travel and domestic t tourism allowed, subject to strict SOP
Malaysia COVID-19 Recovery Plan : Phase 1 Updates
On 6 July 2021, MKN announced that busking is now allowed in vaccination centres, and supermarkets and departmental stores can fully open up.

Malaysia COVID-19 Recovery Plan : Phase 2 Updates
On 27 June 2021, MKN announced details for Phase 2 of the National COVID-19 Recovery Plan.
On 3 July 2021, MKN announced that five states met the requirements to transition to Phase 2 – Perlis, Perak, Kelantan, Terengganu and Pahang. They also announced more updates to Phase 2.
On 5 July 2021, MKN announced that Penang met the requirements to transition to Phase 2.
On 6 July 2021, MKN announced that busking is now allowed in vaccination centres.
On 8 July 2021, MKN announced that Sabah met the requirements to transition to Phase 2.

What Business Can Reopen In Phase 2
These economic sectors can reopen under Phase 2 of the National Recovery Plan. They will be allowed to operate from 8 AM until 8 PM daily.
Worker capacity in the private sector for essential services can be increased to 80%.
Manufacturing
- Automotive (vehicles and components
- Ceramics
- Furniture factory for export
- Rubber
- Iron and steel
- Cement
Trade + Distribution
- Book and stationery stores
- Computers and telecommunications
- Electrical good
- Carwashes
- Barber and hair saloons (basic barber services only)
Travel Restrictions
Interstate and inter-district travel are still FORBIDDEN, except for school teachers and students who are sitting for examinations.
Interstate travel for long-distance couples are allowed, only for emergency and special cases with police approval.
Markets
Farmer’s markets and morning markets are allowed to operate from 7 AM until 11 AM, and limited to these six commodities :
- vegetables
- fruits
- groceries
- processed chicken
- seafood
- meat
Weekly markets, night markets and guest markets are FORBIDDEN to operate.
Sports + Recreation
All individual sporting and recreational activities, that do not involve physical touch, are ALLOWED.
Physical distance of at least 2 to 3 metres must be maintained.
Malaysia COVID-19 Recovery Plan : Phase 3 Updates
On 27 June 2021, the MKN announced these details for Phase 3 of the National COVID-19 Recovery Plan.
What Business Can Reopen In Phase 3
In Phase 3, all economic activities are allowed to resume, EXCEPT for high-risk activities in the negative list, like :
- Spa
- Pedicure and manicure
- Pub and night club
Beauty saloons are ALLOWED to operate, subject to strict SOP.
Creative industry are ALLOWED in Phase 3, for example – live events without spectators.
Travel Restrictions
Inter-district travel is ALLOWED, but interstate travel is FORBIDDEN.
Up to three (3) people are allowed (including the driver) in public and private vehicles like taxi and e-hailing rides and personal vehicles.
Dining-In
Dining-in at restaurants is ALLOWED, but limited to two (2) persons per table, with physical distancing.
Education
The reopening of the education section, including schools, public and private institutes of higher learning, training institutes and other educational institutes under the Ministry of Education, Ministry of Housing and Local Government and Ministry of Rural Development and other agencies are to be determined by the Ministry of Education and Ministry of Higher Education as well as the Ministry of Health.
Social Activities
Social activities are FORBIDDEN in Phase 3.
However, people will be ALLOWED to receive up to ten (10) guests or visitors at their homes at any one time.
Tourism
Tourism is ALLOWED only within the state.
The reopening of tourist attractions will be subject to risk assessments, and tight SOP.
Malaysia COVID-19 Recovery Plan : Phase 4 Updates
On 27 June 2021, the MKN announced these details for Phase 4 of the National COVID-19 Recovery Plan.
Phase 4 is when almost all economic and social sectors will be ALLOWED to reopen completely, subject to the existing SOP.
This is also when interstate travel will be permitted.
