Malaysia will place the Federal Territory of Labuan under a CMCO (PKPB) lockdown from 17-30 October 2020.
Here are the details, including the official MKN SOP on what’s allowed and what’s not allowed during the CMCO / PKPB lockdown of Labuan!
Labuan : CMCO / PKPB Lockdown On 17 October!
After a third wave of COVID-19 cases, the Malaysia National Security Council ordered a CMCO (Conditional Movement Control Order) lockdown of the Federal Territory of Labuan.
The CMCO lockdown of Labuan will kick off at 12:01 AM on 17 October 2020, and last until 30 October 2020.

Here is the confirmed MKN SOP on what’s allowed and what’s not allowed during the CMCO / PKPB lockdown of Labuan :
GENERAL
- Only two persons from each household are allowed to go out to purchase daily necessities.
- People at high risk and children are not encouraged to go out.
- No one is allowed to enter or leave Labuan while it is under the CMCO / PKPB lockdown.
- Inter-state travel is forbidden, except for :
– emergencies (medical treatment and funeral) with advanced application to the police.
– work purposes – employees will need a valid work pass or letter of permission from their employers - All transportation and delivery vehicles involved in industry, business, and manufacturing are allowed to continue as normal, including inter-district and inter-state travel.
- Employers are encouraged to let their employees work from home.
- Individuals who intend to travel by air through the Labuan Airport must obtain prior permission from the police.
ECONOMIC ACTIVITIES
- All business, economic and industrial activity in Labuan can proceed as usual during the CMCO / PKPB lockdown.
- Supermarkets, shopping malls and retail stores are allowed, but must follow the established SOP.
- Restaurants, food stores, food trucks, hawkers, food courts, food stalls, food kiosks, groceries and convenience stores are allowed to open from 6 AM until 10 PM.
- Dine-in is allowed but limited to 2 persons per small table or 4 persons per large table*, but must follow the Food Sector SOP.
* Senior Minister Datuk Seri Ismail Sabri Yaakob announced the change on 15 October 2020. - Food deliveries, drive-through purchases and food take-aways are encouraged.
- Daily markets are allowed to open from 6 AM until 4 PM.
- Farmer’s markets are allowed to open from 6 AM until 12 PM.
- Petrol stations are allowed to open from 6 AM until 10 PM.
- Public transportation are allow to operate from 6 AM until 10 PM.
- Taxis and e-hailing vehicles are limited to 2 passengers, and allowed to operate from 6 AM until 10 PM.
- Food deliveries are allowed to operate from 6 AM until 10 PM.
HEALTHCARE
- Public and private clinics and hospitals are allowed to open 24 hours.
- Pharmacies and drugstores are allowed to open from 8 AM until 10 PM.
FISHING, FARMING, PLANTATION INDUSTRIES
- The fishing, farming, plantation, livestock and related food chain industries are allowed to operate in Labuan during the CMCO / PKPB lockdown.
CONSTRUCTION INDUSTRY
- The construction industry is allowed to operate from 8 AM until 6 PM, as long as their workers have tested negative in COVID-19 screening tests.
SEA ACTIVITIES
- Water transportation like RoRo ferries, express ferries, speed boats are allowed to operate up to 6 PM, with limited capacity subject to physical distancing – alternate seating arrangement.
- Non-Conventional Shops (NCS) travelling to Labuan for barter trade are forbidden.
- Water taxis and mining transports are allowed to operate from 6 AM until 6 PM.
- Sign-On and Sign-Off activities for the shipping industry, including oil and gas, are allow to operate according to existing SOP.
- However, crew members from Sabah that sign-off in Labuan must quarantine for 14 days
RELIGIOUS ACTIVITIES
- It has been proposed that mosques and suraus be allowed to recite the azan, establish the five daily prayers, and Friday prayers.
- All other houses of worship are limited to 6 people at any one time.
- Friday prayers will be determined by the state religious authorities.
ENTERTAINMENT, RECREATION + CULTURAL ACTIVITIES
- All recreational, social and cultural activities are forbidden.
- Entertainment centres, pubs and night clubs are forbidden to open.
- Indoor playgrounds and cinemas are forbidden to open.
SPORTS
- Individual sporting activities and non-contact recreation or those performed individually and not involving more than 10 people, like e-sports, walking, jogging, cycling, aerobics, hiking, fishing, and so on in the open are permitted.
- Indoor activities, camping, swimming, water sports, physical sports, combat sports, sporting tournaments are forbidden.
- Sporting events and competitions with spectators and/or with participants from other states are forbidden.
EDUCATION
- All public and private schools, institutions of higher learning, vocational training institutes, kindergartens, day care centres, tahfiz centres, public parks and recreation centres must close.
- However, students who are undergoing exams are permitted to continue taking their exams.
CELEBRATIONS
- Official and unofficial government and private ceremonies, and social events like weddings, banquets, engagement parties, aqiqah ceremonies, tahlil, birthdays, anniversary parties, reunions are forbidden.
TOURISM
- All domestic tourism activities that cross into or out of the CMCO areas are forbidden.
COVID-19 : How To Keep Safe!
Here are a few simple steps to stay safe from COVID-19 :
- Avoid suspected cases or disease hotpots, like hospitals, if possible!
- Avoid public events and crowds
- Keep our hands clean with soap or hand sanitiser
- Keep our home, office, vehicles, etc. clean
- If you need to wear a surgical mask, make sure you put it on and remove it properly!
- Wash your food with water (and soap) after purchase and before preparation
