As part of the continued liberalisation of the economy, Malaysia just announced that ALL retail and distribution businesses can now REOPEN.

Malaysia : ALL Retail + Distribution Businesses Can Reopen!
On 11 October 2021, the Malaysia Ministry of Domestic Trade and Consumer Affairs (KPDNHEP) announced that ALL retail and distribution businesses can REOPEN across the nation.
This is in conjunction with the reopening of interstate travel and tourism across Malaysia, and internationally.
It was not specifically mentioned, but according to the current SOP, these businesses can only accept FULLY-VACCINATED customers.
Retail + Distribution Businesses No Longer Require Permission!
Earlier, retail and distribution services have to apply for permission to operate using the CIMS (COVID-19 Information Management System).
That application is no longer necessary. All trade and distribution businesses can now reopen without prior permission from KPDNHEP.
However, they must still comply with the COVID-19 SOP (Standard Operating Procedure) that have been issued by the National Security Council (MKN).
KPDNHEP enforcement officials will continue to conduct checks and enforcement using plainclothes officers under Ops Samar, to ensure that all retail and distribution businesses continue to comply with the SOP.
